As far as I have been able to tell none of the hook manufacturers have 3D files for their hooks.  At least not that they are willing to share.  Every time somebody wants me to make a new mold using a new hook (except for some really generic stuff) I have to model it up from scratch. 

I have developed a system where I outside dimension everything.

Then using offsets, and curve tools I create a center line for the hook wire.

When I extrude a solid cylinder along the center line I can check my results against the original outside dimensions.

Finally, I have a rough 3D Model of the hook I can import into the model of a bait mold I am creating.

It's far from perfect, but its good enough to make sure everything fits into the final mold.
